At the end of 2018, the government of Montenegro introduced a citizenship by investment program to attract funds for preselected projects, and to boost economic growth prior to joining the European Union. The program will be active for three years, and will only be available to a maximum of 2 000 applicants. The government has provided the criteria of eligible projects, which vary depending on the location and the industry of the project.
The investment amounts are linked to the location of each project, and vary from 250 000 EUR (275 000 USD) in northern and central regions (except the capital), to 450 000 EUR (495 000 USD) in coastal areas of Montenegro and the capital. In addition, applicants must also invest 100 000 EUR (110 000 USD) in the development of local municipalities.
